What’s the issue?

As the largest city in Africa, Lagos is an economic and cultural powerhouse, but rapid growth has also fostered long-term water challenges. As demand for water goes up, supply goes down due to pollution and extraction. Climate change will only multiply threats to this coastal city. The RWA’s mission is to support the Government’s water strategy and ensure long-term investment is readily available for resilient infrastructure and water services that benefit the whole of society.

What are we doing there?

In Nigeria, the Resilient Water Accelerator aims to put water at the heart of climate and finance agenda. Our value proposition is to deliver speed, scale and replicability by:

  • Developing a platform that will identify and share bankable and impactful projects, thereby creating a pipeline for investors across International Financial Institutions, private financiers, corporate organisations and governments, helping to bring together the right mix of financing with the right commercial structures and improvements in the enabling environment.

  • Conducting pre-feasibility assessments covering initial social, environmental, legal, regulatory, and financing aspects of projects that are needed by investors.

  • Developing templates, shared resources and an investors’ database to provide a springboard for increased action on resilient water.

  • Establishing the Lagos Water Partnership, a multistakeholder platform that will lead the development and implementation of an investment agenda in Lagos water sector. Led by the State Governor, the LWP brings together stakeholders from financial institutions and investors, private sector water corporations, development partners, civil society organizations, academic institutions, public sector and others, to collaborate in project deal development and other technical activities that will create an enabling environment for investment in Lagos water sector.

    To date, we have successfully built relationships with key water stakeholders – government, investors and funds, and other actors in the ecosystem. The City Resilience Office and Ministry and Env and Water Resources are RWA champions.

    We are now :

  • Progressing our baseline assessment towards developing a shared vision for action in the water sector

  • Engaging investors and financiers and understanding their requirements and investment priorities

  • Reviewing ~8-10 opportunities among 40+ in the project concept pipeline

  • Conducting an assessment of regulatory framework issues with DLA Piper and pricing study with Ernst & Young

  • Installation of a Solar Power System for Adiyan Water Treatment Plant

  • Conversion and Upgrade of 4 Existing Modular Septage Pre-treatment Plant (MSPP) into Transfer Loading Stations

  • Provision of Community Wastewater Treatment in Ogba

  • Construction of Public Toilets (100 Units) in the 20 LGAs and 37 LCDAs of the State

  • Construction of 20 Solar-powered Communal Toilets (Solar Powered Boreholes) + Construction of Small Scale Water Schemes in 45 Water Stressed Rural and Riverine Communities + Construction of Micro Water Scheme at Ibeshe/Ibasha (Ojo), Ibeju Agbe (Ibeju-Lekki) and Ladegboye (Ikorodu)

  • Climate Resilient Infrastructure for Idi-Ori Community, Ajegunle (Drainage, Water & Sanitation)

  • Installation of purification systems in all existing public boreholes in Ajegunle-Ikorodu community

  • Lagos Lagoon City Project

  • Expansion & Upgrade of 10,000 PE Wastewater Treatment Plant serving the State Secretariat (Alausa) to 500,000 PE

  • Provision of Sewerage & Septic Infrastructure at Amuwo Odofin

  • Lagos Groundwater Study
